The NISCA ("high school," "NFHS," or "Federation") Water Polo Rules are published by the National Federation of State High School Associations (NFHS). NISCA Rules are not available on-line, but they can be purchased from NFHS. If NISCA Rules are used in your region, they might also be available from your high school athletic association.
